Gladiators are the public peacekeeping force in Orre, funded by revenue from the Colosseums. When they don't guard the spires of the Colosseum, they patrol the main roads and dispense justice. Not everyone necessarily agrees with what their justice entails, but the people of Orre do not have any other group that is devoted to preserving law and order. They clash with basically every other non-civilian group, though there are rumors that Cipher is paying off some of the top brass...
Most applicants were taken in and trained at a very young age. After nearly a decade of grueling study and training, Gladiators receive their distinctive white uniforms with honor. Due to the recent rise of criminal activity, they've come to accept older applicants who have had less training. Whether or not this will turn out to be a mistake remains to be seen.
The Gladiators currently guard the Relic Stone from Cipher. Trainers who do not have a semi-purified Pokemon are not allowed to access Relic Cave. Of course, sometimes you can get access with a hefty 'donation'.

Class Bonus: Gladiators have the ability to calm wild Pokemon, which makes them automatically submit to their authority. When a Gladiator is attempting to catch a wild Pokemon, their attempt automatically succeeds. This bonus does not apply to Shadow Pokemon.

They're represented by well-meaning technocrats who have heavy investments in energy and steel. ZERO is only a public cover; Cipher is no less devoted to the goal of conquering the region with Shadow Pokemon. Let no one stand in the way of the rich and powerful.
Cipher is currently the sole source of Shadow Pokemon. They would kill anyone to keep it that way. They also have huge investments in desert tanks and other military tech to defend their secret bases. Their guns are not set to nonlethal. If you don't have their key cards, then you're liable to get shot by a turret at the door.
Don't think about betraying Cipher. It won't end well for you or anyone you love. The organization would stop at nothing to get all their secrets back.
Please be aware that you are playing a hardened villain. There will be no official site event for Cipher's redemption, and there will be mature themes as they relate to violence.

All Shadow Pokemon regardless of owner are incapable of attacking a human member of Cipher. Members of this group are also capable of "calling" their Shadow Pokemon in order to shrug off stat reductions and Sleep/Paralyze/Confusion/Attract.

The only way to join Grid is to be chosen by anonymous letter or e-mail. Candidates are valued for their moral fiber as much as their skills in battle. For example, a Grid member would choose to save a distressed Pokemon over pursuing a villain.
The main goal of a Grid agent is to collect as much information on Cipher and Styx as possible. The leaders would then coordinate informed attacks against both of these factions, though Cipher is the higher priority. They are true patriots who would do anything to protect the land and the people. Even if it means taking the occasional stand against the Gladiators.
Currently, Grid is the sole organization that even comes close to developing a functional snag machine. Not that Cipher knows, since Grid networks are nigh-unhackable.
